Even as Haryana is used as a launch pad and Modi–Shah set the tone, Punjab BJP looks unsure about who should actually lead from the front. Is the delay a careful strategy to avoid internal friction or a sign that the BJP still lacks a leader who can command broad acceptance in Punjab ?
