However, with heavy tourist inflow from neighbouring states like Punjab and rising pressure on roads, waste management and local resources, the state maintains that higher user charges are unavoidable. ਹਿਮਾਚਲ ਪ੍ਰਦੇਸ਼ ਦੀ ਸੁਖਵਿੰਦਰ ਸਿੰਘ ਸੁੱਖੂ ਸਰਕਾਰ ਵੱਲੋਂ ਬਾਹਰੀ ਵਾਹਨਾਂ ਦੀ ਦਾਖਲਾ ਫੀਸ ₹70 ਤੋਂ ਵਧਾ ਕੇ ₹170 ਕਰਨ ਦੇ ਫ਼ੈਸਲੇ ’ਤੇ ਭਾਜਪਾ ਨੇਤਾ ਅਵਿਨਾਸ਼ ਰਾਇ ਖੰਨਾ ਅਤੇ ਪੰਜਾਬ ਦੇ ਕਈ ਨੇਤਾਵਾਂ ਨੇ ਇਸਨੂੰ ਸੈਲਾਨੀਆਂ, ਵਪਾਰੀਆਂ ਅਤੇ ਟਰਾਂਸਪੋਰਟ ਨਾਲ ਜੁੜੇ ਲੋਕਾਂ ’ਤੇ ਵਾਧੂ ਬੋਝ ਦੱਸਿਆ ਹੈ। ਦੂਜੇ ਪਾਸੇ, ਸਰਕਾਰ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਪੰਜਾਬ ਸਮੇਤ ਗੁਆਂਢੀ ਰਾਜਾਂ ਤੋਂ ਆਉਣ ਵਾਲੀ ਭਾਰੀ ਸੈਲਾਨੀ ਭੀੜ ਕਾਰਣ ਸੜਕਾਂ, ਕੂੜਾ ਪ੍ਰਬੰਧਨ ਅਤੇ ਸਥਾਨਕ ਸਰੋਤਾਂ ’ਤੇ ਵੱਧ ਰਹੇ ਦਬਾਅ ਨੂੰ ਸੰਭਾਲਣ ਲਈ ਵੱਧ ਉਪਭੋਗਤਾ ਫੀਸ ਲਾਜ਼ਮੀ ਹੈ। ਕੀ ਇਹ ਫੀਸ ਵਾਧਾ ਸੈਰ-ਸਪਾਟੇ ਦੇ ਖ਼ਿਲਾਫ਼ ਕਦਮ ਹੈ ਜਾਂ ਉਹਨਾਂ ਰਾਜਾਂ ਲਈ ਇੱਕ ਜ਼ਰੂਰੀ ਖਰਚ-ਸਾਂਝਾ ਪ੍ਰਣਾਲੀ ਹੈ ਜੋ ਵੱਡੇ ਪੱਧਰ ’ਤੇ ਸੈਰ-ਸਪਾਟੇ ਦਾ ਬੋਝ ਝੱਲ ਰਹੇ ਹਨ ?
