ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਵਿੱਚ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਆਗੂ ਪ੍ਰਤਾਪ ਸਿੰਘ ਬਾਜਵਾ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਨਵੀਂ ਉਦਯੋਗਿਕ ਨੀਤੀ ਦੇ ਸਮੇਂ ’ਤੇ ਸਵਾਲ ਚੁੱਕਦੇ ਹੋਏ ਇਸਨੂੰ “ਚੋਣਾਂ ਤੋਂ ਪਹਿਲਾਂ ਖੇਡਿਆ ਗਿਆ ਦਾਅ” ਕਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਜੇ ਉਦਯੋਗ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨਾ ਸਰਕਾਰ ਦੀ ਅਸਲ ਤਰਜੀਹ ਸੀ ਤਾਂ ਚਾਰ ਸਾਲ ਤੱਕ ਇੰਤਜ਼ਾਰ ਕਿਉਂ ਕੀਤਾ ਗਿਆ, ਜਦੋਂ ਕਿ ਇਸ ਦੌਰਾਨ ਪੰਜਾਬ ਦਾ ਉਦਯੋਗ ਘਟਦੀ ਮੁਕਾਬਲੇਬਾਜ਼ੀ, ਬਿਜਲੀ ਸੰਬੰਧੀ ਮੁਸ਼ਕਲਾਂ ਅਤੇ ਗੁਆਂਢੀ ਰਾਜਾਂ ਵੱਲ ਉਦਯੋਗਾਂ ਦੇ ਰੁਖ ਕਰਨ ਬਾਰੇ ਲਗਾਤਾਰ ਸ਼ਿਕਾਇਤਾਂ ਕਰਦਾ ਰਿਹਾ। ਇਸ ਪਿਛੋਕੜ ਵਿੱਚ ਵੱਡਾ ਸਵਾਲ ਇਹ ਹੈ ਕਿ ਕੀ ਇਹ ਨਵੀਂ ਉਦਯੋਗਿਕ ਨੀਤੀ ਵਾਕਈ ਪੰਜਾਬ ਦੀ ਕਮਜ਼ੋਰ ਹੁੰਦੀ ਉਦਯੋਗਿਕ ਰੀੜ੍ਹ ਨੂੰ ਸੰਭਾਲਣ ਦੀ ਦੇਰ ਨਾਲ ਕੀਤੀ ਕੋਸ਼ਿਸ਼ ਹੈ ਜਾਂ ਫਿਰ ਚੋਣਾਂ ਤੋਂ ਪਹਿਲਾਂ ਰਾਜਨੀਤਿਕ ਮਾਹੌਲ ਨੂੰ ਪ੍ਰਭਾਵਿਤ ਕਰਨ ਲਈ ਕੀਤਾ ਗਿਆ ਆਖਰੀ ਸਮੇਂ ਦਾ ਆਰਥਿਕ ਵਾਅਦਾ ?

Opinion

A) ਸਰਕਾਰ ਕਹਿ ਸਕਦੀ ਹੈ ਕਿ ਨੀਤੀ ਤਿਆਰ ਕਰਨ ਵਿੱਚ ਸਮਾਂ ਲੱਗਦਾ ਹੈ ਅਤੇ ਅੰਤਿਮ ਢਾਂਚਾ ਸੋਚ-ਵਿਚਾਰ ਨਾਲ ਬਣਾਇਆ ਗਿਆ ਹੈ।

B) ਆਲੋਚਕਾਂ ਅਨੁਸਾਰ ਇਸ ਦਾ ਸਮਾਂ ਦੱਸਦਾ ਹੈ ਕਿ ਇਹ ਚੋਣ ਕੇਂਦਰਿਤ ਐਲਾਨ ਵੱਧ ਹੈ, ਲੰਬੇ ਸਮੇਂ ਦੀ ਉਦਯੋਗਿਕ ਰਣਨੀਤੀ ਘੱਟ।

C) ਉਦਯੋਗ ਜਗਤ ਸ਼ਾਇਦ ਐਲਾਨ ਨਾਲੋਂ ਵੱਧ ਇਸ ਦੀ ਅਸਲ ਲਾਗੂ ਕਰਨ ਦੀ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਦੇਖ ਕੇ ਫੈਸਲਾ ਕਰੇਗਾ।

D) ਅਸਲੀ ਪ੍ਰੀਖਿਆ ਇਹ ਹੋਵੇਗੀ ਕਿ ਕੀ ਉਦਯੋਗ ਮੁੜ ਪੰਜਾਬ ਵੱਲ ਆਉਂਦੇ ਹਨ ਜਾਂ ਹੋਰ ਰਾਜਾਂ ਵੱਲ ਹੀ ਜਾਂਦੇ ਰਹਿਣਗੇ।
