ਸਮੱਸਿਆ ਕੀ ਹੈ ? ਕਾਂਗਰਸ ਪਹਿਲਾਂ ਸਮੱਸਿਆਵਾਂ ਪੈਦਾ ਕਰਦੀ ਹੈ, ਫਿਰ ਉਨ੍ਹਾਂ ਹੀ ਸਮੱਸਿਆਵਾਂ ਨੂੰ ਸੁਲਝਾਉਣ ਵਿੱਚ ਲੱਗ ਜਾਂਦੀ ਹੈ ਅਤੇ ਇਹ ਸਿਲਸਿਲਾ ਚੱਲਦਾ ਰਹਿੰਦਾ ਹੈ। ਲੱਗਦਾ ਹੈ ਕਿ ਪਾਰਟੀ ਆਪਣੇ ਸਿਆਸੀ ਵਿਰੋਧੀਆਂ ਨਾਲ ਲੜਨ ਨਾਲੋਂ ਵੱਧ ਸਮਾਂ ਆਪਣੀਆਂ ਹੀ ਅੰਦਰੂਨੀ ਲੜਾਈਆਂ ਨੂੰ ਸੰਭਾਲਣ ਵਿੱਚ ਸਮਾਂ ਗੁਜ਼ਾਰ ਰਹੀ ਹੈ। ਇਸ ਸਾਰੇ ਦੌਰਾਨ ਸਭ ਤੋਂ ਵੱਧ ਉਲਝਣ ਜ਼ਮੀਨੀ ਵਰਕਰਾਂ ਵਿੱਚ ਪੈਦਾ ਹੁੰਦੀ ਹੈ, ਜਿਨ੍ਹਾਂ ਨੂੰ ਸਮਝ ਹੀ ਨਹੀਂ ਆਉਂਦੀ ਕਿ ਆਖ਼ਿਰ ਕਿਸ ਧੜੇ ਦੇ ਨਾਲ ਖੜ੍ਹਨਾ ਹੈ। ਇਹੀ ਅਸਲ ਸਮੱਸਿਆ ਹੈ। ਹੁਣ ਭੂਪੇਸ਼ ਬਘੇਲ ਪੰਜਾਬ ਪਹੁੰਚ ਗਏ ਹਨ। ਪਰ ਕੀ ਉਹ ਖੁਦ ਵੀ ਇਸ ਸਮੱਸਿਆ ਦਾ ਹਿੱਸਾ ਹਨ ? ਜੇ ਪੰਜਾਬ ਦੇ ਇੰਚਾਰਜ ਹੋਣ ਦੇ ਬਾਵਜੂਦ ਉਹ ਇਹ ਨਹੀਂ ਸਮਝ ਸਕੇ ਕਿ ਪੰਜਾਬ ਕਾਂਗਰਸ ਦੇ ਅੰਦਰ ਕੀ ਖੌਲ ਰਿਹਾ ਸੀ, ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਉਦੋਂ ਹੀ ਅਹਿਸਾਸ ਹੋਇਆ ਜਦੋਂ ਚਰਨਜੀਤ ਸਿੰਘ ਚੰਨੀ ਨੇ ਖੁੱਲ੍ਹ ਕੇ ਮੋਰਚਾ ਖੋਲ੍ਹ ਦਿੱਤਾ ਅਤੇ ਉਬਲਦੇ ਭਾਂਡੇ ਦਾ ਢੱਕਣ ਹਟਾ ਦਿੱਤਾ, ਤਾਂ ਫਿਰ ਉਹ ਏਨਾ ਸਮਾਂ ਕਰ ਕੀ ਰਹੇ ਸਨ ? ਕੀ ਉਹ ਜ਼ਮੀਨੀ ਹਕੀਕਤ ਨੂੰ ਸਮਝ ਰਹੇ ਸਨ ਜਾਂ ਸਿਰਫ਼ ਓਹੀ ਰਿਪੋਰਟਾਂ ਪੜ੍ਹ ਰਹੇ ਸਨ ਜੋ ਉਨ੍ਹਾਂ ਨੂੰ ਦਿਖਾਈਆਂ ਜਾ ਰਹੀਆਂ ਸਨ ?

समस्या क्या है ? कांग्रेस पहले समस्याएँ पैदा करती है, फिर उन्हीं समस्याओं को सुलझाने में जुट जाती है और यह सिलसिला चलता रहता है। ऐसा लगता है कि पार्टी अपने राजनीतिक विरोधियों से लड़ने से ज़्यादा समय अपनी ही अंदरूनी लड़ाइयाँ संभालने में बिताती है। इस पूरी कवायद में सबसे ज़्यादा भ्रम पार्टी के जमीनी कार्यकर्ताओं में फैलता है, जिन्हें समझ ही नहीं आता कि आखिर किस गुट के साथ खड़े हों। यही असली समस्या है। अब भूपेश बघेल पंजाब पहुँच चुके हैं। लेकिन क्या वे खुद भी इस समस्या का हिस्सा हैं ? अगर पंजाब प्रभारी होने के बावजूद वे यह नहीं समझ पाए कि पंजाब कांग्रेस के भीतर क्या पक रहा था, और उन्हें तब पता चला जब चरणजीत सिंह चन्नी ने खुलकर मोर्चा खोल दिया और उबलते बर्तन का ढक्कन हटा दिया, तो आखिर वे इतने समय तक कर क्या रहे थे ? क्या वे ज़मीनी हकीकत समझ रहे थे, या सिर्फ़ वही रिपोर्ट पढ़ रहे थे जो उन्हें सुनाई जा रही थीं ?
