As the BJP prepares to contest elections in Punjab, questions are being raised about what its call for “regime change” could mean in practice. Would it simply seek to replace the ruling party or could it also involve changes to the way Punjab is governed under the Constitution. ਭਾਜਪਾ ਪੰਜਾਬ ਵਿੱਚ ਚੋਣਾਂ ਲੜਨ ਦੀ ਤਿਆਰੀ ਕਰ ਰਹੀ ਹੈ। ਅਜਿਹੇ ਵਿੱਚ, ਉਸ ਦੇ ‘ਸੱਤਾ ਬਦਲਾਅ’ ਦੇ ਨਾਅਰੇ ਦੇ ਅਸਲ ਮਤਲਬ ਬਾਰੇ ਸਵਾਲ ਉਠ ਰਹੇ ਹਨ। ਕੀ ਇਸ ਦਾ ਮਤਲਬ ਸਿਰਫ਼ ਮੌਜੂਦਾ ਸਰਕਾਰ ਨੂੰ ਹਟਾ ਕੇ ਨਵੀਂ ਸਰਕਾਰ ਬਣਾਉਣਾ ਹੈ ਜਾਂ ਇਸ ਵਿੱਚ ਸੰਵਿਧਾਨ ਅਧੀਨ ਪੰਜਾਬ ਦੇ ਸ਼ਾਸਨ ਦੇ ਢੰਗ ਵਿੱਚ ਤਬਦੀਲੀ ਵੀ ਸ਼ਾਮਲ ਹੋ ਸਕਦੀ ਹੈ ? ਜੇ ਭਾਜਪਾ ਪੰਜਾਬ ਵਿੱਚ ‘ਸੱਤਾ ਬਦਲਾਅ’ ਦੀ ਗੱਲ ਕਰਦੀ ਹੈ, ਤਾਂ ਕੀ ਇਸ ਦਾ ਮਤਲਬ ਚੋਣਾਂ ਰਾਹੀਂ ਸਰਕਾਰ ਬਦਲਣਾ ਹੋਵੇਗਾ ਜਾਂ ਇਸ ਨਾਲ ਪੰਜਾਬ ਦੇ ਸੰਵਿਧਾਨਕ ਹੱਕ ਅਤੇ ਅਧਿਕਾਰਾਂ ਬਾਰੇ ਵੱਡੇ ਸਵਾਲ ਵੀ ਉਠ ਸਕਦੇ ਹਨ ?
