For years, the Aam Aadmi Party Government has promised to create a Punjab where young people no longer need to migrate abroad for a better future. Chief Minister Bhagwant Mann now claims that 70,000 government jobs have been provided and declining passport demand shows that youngsters are choosing to stay. But the BJP says the real reason is stricter visa and immigration rules abroad. It also points to Punjab's 22.3% unemployment rate among youth aged 15–29, compared with the national average of 15.9%. Is the Mann Government genuinely stopping youth migration or is it taking credit for doors closing abroad while jobs at home remain scarce ?

ਕਈ ਸਾਲਾਂ ਤੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਸਰਕਾਰ ਵਾਅਦਾ ਕਰਦੀ ਆ ਰਹੀ ਹੈ ਕਿ ਪੰਜਾਬ ਵਿੱਚ ਅਜਿਹੇ ਮੌਕੇ ਪੈਦਾ ਕੀਤੇ ਜਾਣਗੇ, ਤਾਂ ਜੋ ਨੌਜਵਾਨਾਂ ਨੂੰ ਬਿਹਤਰ ਭਵਿੱਖ ਲਈ ਵਿਦੇਸ਼ ਨਾ ਜਾਣਾ ਪਵੇ। ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਦਾ ਦਾਅਵਾ ਹੈ ਕਿ 70,000 ਸਰਕਾਰੀ ਨੌਕਰੀਆਂ ਦਿੱਤੀਆਂ ਗਈਆਂ ਹਨ ਅਤੇ ਪਾਸਪੋਰਟਾਂ ਦੀ ਮੰਗ ਵਿੱਚ ਕਮੀ ਦੱਸਦੀ ਹੈ ਕਿ ਨੌਜਵਾਨ ਹੁਣ ਪੰਜਾਬ ਵਿੱਚ ਹੀ ਰਹਿਣਾ ਚਾਹੁੰਦੇ ਹਨ। ਪਰ ਭਾਜਪਾ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਇਸ ਦਾ ਅਸਲ ਕਾਰਨ ਵਿਦੇਸ਼ਾਂ ਵਿੱਚ ਸਖ਼ਤ ਹੋ ਰਹੇ ਵੀਜ਼ਾ ਅਤੇ ਇਮੀਗ੍ਰੇਸ਼ਨ ਨਿਯਮ ਹਨ। ਭਾਜਪਾ ਪੰਜਾਬ ਵਿੱਚ 15–29 ਸਾਲ ਦੇ ਨੌਜਵਾਨਾਂ ਦੀ 22.3% ਬੇਰੁਜ਼ਗਾਰੀ ਦਰ ਦਾ ਵੀ ਹਵਾਲਾ ਦੇ ਰਹੀ ਹੈ, ਜਦੋਂ ਕਿ ਕੌਮੀ ਔਸਤ 15.9% ਹੈ। ਕੀ ਮਾਨ ਸਰਕਾਰ ਸੱਚਮੁੱਚ ਨੌਜਵਾਨਾਂ ਦਾ ਪਰਵਾਸ ਰੋਕ ਰਹੀ ਹੈ ਜਾਂ ਵਿਦੇਸ਼ਾਂ ਦੇ ਦਰਵਾਜ਼ੇ ਬੰਦ ਹੋਣ ਦਾ ਸਿਹਰਾ ਲੈ ਰਹੀ ਹੈ, ਜਦੋਂ ਕਿ ਪੰਜਾਬ ਵਿੱਚ ਰੁਜ਼ਗਾਰ ਦੇ ਮੌਕੇ ਅਜੇ ਵੀ ਘੱਟ ਹਨ ?
